These photocopies and transcript are part of series 2, file 1 (Saugeen First Nation and Chippewas of Nawash Unceded First Nation related documents - Saugeen-Nawash rights and claims). This item "Report Oliphant to Governor General" was copied from microfilm held at the National Archives of Canada (now Library and Archives Canada), reference "NAC, RG10, Vol. 117, Reel C-11479." This folder includes two incomplete copies of a transcription of parts of the report, containing handwritten notes made by Dr. Peter S.Schmalz. The contents of the report concern Superintendent General L. Oliphant's experiences and discussions with First Nations bands at Saugeen, Colpoy's Bay, and Owen Sound during a Grand Council in Fall 1854. Discussions included issues related to "deportation" to Manitoulin Island, relationship with Canadian Government, potential land surrenders, policies and proposals concerning the development of Reserves, opening of Road from Owen Sound to fishing island, conditions of sale of Indian lands, financial / economic considerations related to land surrenders, annuities. In general, the report provided an overview of contemporary Indian conditions, recommendations on policy issues and suggestions to improve departmental administration. The report's final sentence: "In conclusion I venture to indulge the hope that the views imperfectly embodied in this report may meet with your Lordship's approbation, as tending in the first instance to relieve the Imperial Government of the burden of maintaining an expensive Department for the administration of Indian Affairs in this Province, and by affording increased agencies for the civilisation of the respective tribes." |
