William Rae "Tommy" Tomlinson was born on January 24, 1902 in Haldimand County, Ontario. Tommy was involved in local politics for a period of forty-two years.

Tommy was a lawyer in Port Elgin and Member of Parliament for the riding of Bruce commencing in 1935. He served as the MP for Bruce from 1935 to 1945 and as a Village Reeve from 1946 to 1948. Tommy was the first town mayor of Port Elgin from 1949 to 1955. He also served as a Captain in the Armed Forces during the Second World War. Tommy enlisted in 1940 and served until 1944.

Tommy sat on the Port Elgin Hydro Commission for twenty-five years and resigned as Chairman in 1973. He was also the President of the Georgian Bay Electrical Association from 1968 to 1970. Tommy was a life member of the Canadian Bar Association. He was a Charter Member of the Port Elgin Rotary Club and he was a member of the Port Elgin Legion Brach 340. Tommy was a member of the Mason and Odd Fellows for a period of fifty years. He was a member of the Port Elgin United Church.

On December 31, 1979, Tommy passed away at the Owen Sound General and Marine Hospital.
